Maybe RHEL plus a local repo for packages you need more up to date > than what is provided for in RHEL would work for you. this does not work a few years after RHEL release you will be unable for many "local builds" because build requirements does not fit and it is hardly possible to fullfil them and update a lot of depending libraries also with local builds without collide/break with the rest of the distribution
