The kernel version doesn't matter.  Just don't use systemd-188-3.fc19
(note the fc19; the fc18 version is okay).  I still needed to add this
line:

$systemdsystemunitdir/systemd-journal-flush.service

to /usr/lib/dracut/modules.d/98systemd/module-setup.sh and regenerate
the initramfs before I could get a good boot with systemd-188-3.fc18,
however.
