Filing bugs to tell the package maintainer there's a newer version of a
package for every package is probably not a good idea. They are usually
aware of this, but might not want to update in the current stage of
development.

If you do have good reasons why a package should be updated you could
file an RFE. However, this is probably not very useful at the end of
test phase 1 and test phases 2 and 3. Try filing such reports outside
the test phase, or early in the first.

Fixes to the SPEC file like incorrect URLs are another matter, and
usually worth filing. This would significantly reduce the number of bugs
you'll have to file. Timing is not as critical in this case, although a
maintainer might have more time to look (and fix) your report (which is
only a minor enhancement) outside or early in the test phase.
