It is not. Trust me. You only see the package groups as "installed",
because you have packages installed that are on the list of that
group.

For example, you mentioned the "Arabic Support" group. This group
includes "dejavu-sans-fonts" as "default"-packages. You most probably
have this font package installed. To remove the group from being
listed as "installed" you would have to remove it. You don't want
that, do you?
