I see a different problem - for the latest 3.5.0 kernels, kernel-devel does not contain the file /usr/src/kernels/*/System.map. For example, when installing the latest kernel I saw Processing delta metadata /usr/src/kernels/3.5.0-0.rc0.git11.1.fc18.x86_64/System.map: No such file or directory delta does not match installed data and surely enough the file does not exist, even though "rpm -ql kernel-devel-3.5.0-0.rc0.git11.1.fc18.x86_64 | grep System.map" lists it.
