We already have it: /dev/shm

In a double irony, the only user of it on my system is pulseaudio,
which seems to be using it instead of /run.

But I agree with your general point that /tmp on tmpfs is a feature
searching for a justification, particularly since tmpfs is by default
limited to 1/2 of RAM, and on small memory machines, that's not a lot
of space.
