… which is a blatant violation of upgrade path rules and should be filed as 
urgent bugs against the affected packages. We have the "Rawhide first" rule 
for a reason.

Due to how Rawhide works, there's no way to automatically enforce this on 
the Rawhide end, but AutoQA might enforce this on the Branched end at some 
point, which should catch most cases.
