Yes: dependencies of ELF binaries with suid and/or sgid bit haven't been collected at all in rpm >= 4.9.x (ie Fedora >= 15) due to the overly strict file attribute ELF rule. For rawhide this was fixed at beginning of December, for F15/16 an update was planned but somehow didn't get done until this week.

Given how long it took for anybody to notice, suid/sgid binaries seem to be few and far between these days... I also suspect many/most affected packages end up depending on those missed libraries directly from other binaries/libraries or indirectly through other dependencies anyway, so the completely missing dependencies (on package-level) probably aren't that many in practise.
