I disagree packages without maintainers should not be shipped in the distribution and only waste the projects resources and can hinder feature process completion and of course can lead to users of those unmaintained components to leave the distribution because of bugs they experience aren't getting fixed...
Better an small good distribution than bigger crappy one filled with unmaintained packages. ( quality vs quantity )
