You _need_ people to use rawhide, a as wide variety of people as possible
doing the wildest range of tasks, so as to shake out bugs early. This means
it has to be usable, at least for people with the smarts to fix broken
systems and nuts enough to use rawhide in earnest. Otherwise rawhide is
just a bag of untested packages, and thus useless.
