Another wrinkle I'm not sure has been discussed (in this thread anyway)...

What if a new package is built in response to a bug report? If you add
the BZ number when you do your updates then of course anyone following
the bug gets cc'd and can try the testing package. It can often be
difficult getting users to report back success (failure usually get's
pretty quick feedback :) much less getting them to go add karma to the
package.

Could the policy be updated to allow a maintainer +1'ing an update if
they reference the comment in the bug which reported a successful fix?

+1 by proxy? :)
