The fix for rsyslogd didn't actually make RC3. if RC3 goes out as final,
which looks likely, this won't be fixed in it, but it will be fixed in a
0-day update. So if you upgrade with the updates repo enabled rsyslogd
will be enabled post-upgrade, but if you upgrade from the DVD without
updates repo enabled, it won't be, and you'll have to run 'systemctl
enable rsyslog.service' manually to enable it.
