The old process has not been mandatory. Years ago already it has been
possible to join the packager group by convincing a packager sponsor, or
by using a sponsor as a proxy when contributing to package development
for some time before getting sponsored as a full co-maintainer. It's just
that FESCo has made this official by officially documenting it in the Wiki.
