That works.  Now then, how to get that into all of the summaries or else 
provide some kind of motivation so all maintainers do that.  A policy 
might be a start, but it wouldn't be enforceable.  If there is a 
standard spec file required for all in Fedora, maybe something could be 
done there?  Otherwise, 10 lashes with a wet noodle for meaningless 
summaries?
