I have something like this in my puppet configuration:

    zcat /lib/kbd/keymaps/i386/qwerty/us.map.gz | \
        sed 's/^\(keycode *58 = \)Caps_Lock$/\1Control/' > \
        /etc/sysconfig/console/default.kmap
