I don't like this.  I would prefer to be explicit about the set of
packages available to build against, rather than allowing BuildRequires
to automatically pick up packages from testing.  But don't count my
opinion for much, since I'm not a packager.

Additionally, when the goal is just to test rebuilding a package against
another package in testing, it may not be appropriate to change the spec
file only to change it back again later.
