I don't expect changes to rpm-build's dependencies for the time being. The 
pluggability just makes it /possible/ to add new things without dragging 
them in as dependencies or jumping through nutty hoops to avoid them.

At some point (maybe for F16, I dunno) we might want to look at pushing 
some of the current dependencies like perl out to perl-related packages 
etc, but that's not an immediate goal.
