a) how users are supposed to consume those bugfix releases only,
    when you push feature release in the middle of working week?

b) why those different releases exist in the first place, if there is no
    intention to differentiate them?

That is, there wouldn't be need for third release number,
we coul just have kde-4.28 now.

Speaking of distro decision, you mean that when FESCO decides this 
to stop, KDE SIG will stop it too. That's good.
