No. A Fedora maintainer acting this way, is cheating at his users and at himself. All he does, is delegating responsibility on bugs around, while * "bug remains unfixed" in Fedora * "user remains exposed to the bug" Overall, this results into Fedora consisting of packages suffering from known bugs. Depending on the severity of such bugs and the amount of the such bugs, this easily ends up in a low quality distro.
