I thought that perhaps multiple tags were created in the devel branch inadvertantly, but looking at: http://cvs.fedoraproject.org/viewvc/rpms/libotf/F-12/libotf.spec?view=log http://cvs.fedoraproject.org/viewvc/rpms/libotf/devel/libotf.spec?view=log It's odd I can't find any tag with _fc12_2 there.
