PAE is no fun at all.

Rather MS did no longer want to take the blame for driver authors
who did not anticipate that more than 4GB RAM in a 32 bit system
and decided to cut rather than fight. The 32 bit server versions
(which need approved drivers) have no trouble with more RAM.
