because renaming it will cause problems, for example.

foo-1.0.fc10
foo-1.0.fc11

foo-1.0.fc11 > foo-1.0.fc10


foo-1.0.fc10
foo-1.0.f11

foo-1.0.f11 < foo-1.0.fc10

rpmdev-vercmp foo-1.0.f11 foo-1.0.fc10
0:foo-1.0.fc10 is newer
