I'm surprised the man page for cap_get_flag etc don't show an include of
<sys/types.h> before <sys/capability.h> ... many system call man pages
do e.g. --

#include <sys/stat.h>
#include <fcntl.h>
int open(const char *pathname, int flags);
int open(const char *pathname, int flags, mode_t mode);
