As Bill said, this rises the bar too high. I think that a flexible approach
like I propose is a better middle ground than one policy (for the flags)
coming out of nowhere, and a detaile dexamination of all country laws.

Set up target, gather information, including from people who are not 
specialists, and refine information when possible.
