Presumably because otherwise the trademarked builds of Firefox wouldn't have
been allowed to use the system xulrunner at all. A lot of the Firefox
behavior is actually implemented in xulrunner, not firefox. And there's
ongoing work to allow building Thunderbird against a system xulrunner as
well.
