Red Hat isn't the upstream for Firefox. The firefox in F11 preview was firefox-3.1-0.11.beta3.fc11. The one currently in rawhide is firefox-3.5-0.20.beta4.fc11. Mozilla itself changed the version from 3.1 to 3.5, but the planned contents didn't.
