Well for me this happens after resuming my T61p from suspend. However I lost ALL of my AltGr related symbols. (Try writing an E-Mail without the @ or write a spec without the {}),
I fixed this by deactivating ibus and setting export XMODIFIERS="XIM" in my .bashrc. I wasn't able to track the problem down to it's real root however.
