Most package sources in SCMs don't include those files, when they are in
the tarballs it is for convenience AFAIU.
You are wrong - RTFM, e.g. info automake, info standards.
And if the sources from which those files are created are being
distributed in the package I'd take that as a strong hint that you are
free to recreate them as needed.
