FWIW, I haven't seen many GPL'd configure scripts.  Actually I can't remember 
any offhand.  For example, this is what autoconf put in rpmdevtools' 
configure:

$ head -n 8 configure
#! /bin/sh
# Guess values for system-dependent variables and create Makefiles.
# Generated by GNU Autoconf 2.61 for rpmdevtools 7.0.
#
# Copyright (C) 1992, 1993, 1994, 1995, 1996, 1998, 1999, 2000, 2001,
