Pedantically speaking, they should not be there, but they don't do much harm (but to bloat the rpmdata bases) -- which is one reason why there is no requirement to filter them out.

I think the problem, is that neither specifies what "they" are. IMHO, Provides should stay and Requires go.

But I would like to state, that if something should be changed, it should not be the spec file itself. But it should be reported as bug to rpmbuild. I'm not going to report it, since I'm still unsure what should be correct way.
