If I understood Panu correctly, then foreign binaries will not be recognized
as "binaries" because the debuginfo extraction can't handle them, so they
will be acceptable in noarch packages anyway.
This is not how I understand Panu. It would not work either, because "foreign" isn't related to "architecture" or "binary format" at all.

Consider a i386-fedora -> i386-suse cross-toolchain
