Proposal Enhancements for the Fedora Packaging Guidelines

Hello,

because I'm reviewing some python relating packages I have got a look
on the Python Packaging guidelines.

I have to find out, that this guidelines doesn't explaints, that you
have to add a BuildRequires: python-devel
for packages which are written in the C programming language.

I want to suppose the extenting of the packaging guildelines for a
explaination about when you have to
add a BuidRequires: python-devel. This may be helpful for newcommers
which plan to going to package
or review python relating packages.
