There is no bad explanation at all because they are not intended to be
special-cased at all, so they don't need special explanations.

There are many tools that may misbehave and install stuff like fonts
they should not, but this is not a reason to let it pass in packages.

When you ship material you should not ship it's a bug in your package.
Otherwise one could do pretty much anything he wanted and claim it was
the fault of the tools he used.

I've filled a bug on doxygen if that makes you feel better, but really,
it's an easy fix in your package and there's no reason to postpone the
fix till the tools you use are eventually fixed upstream
