The outright elimination of risk is never the true goal of a mature risk management process. Risk management is about defining what minimum acceptable levels of risk are and then implementing a mix of engineering and policy solutions which bring the risk inline with that acceptable level. Sometimes that acceptable risk is zero, sometimes its not.
