If you had enough interest you'd soon find bandwidth and infrastructure. The Debian project appears to manage this just fine and several of the well known current distributions started out as a small group of people. Your infrastructure estimates are pretty ridiculous. If it takes you more than a week to kick start a basic build environment for doing security updates and you can't find a linux related site to host your stuff initially you are doing something wrong or don't have enough interested skilled people. Remember Fedora existed originally as a volunteer additional set of repositories before it ever teamed up with Red Hat. They seem to have managed quite well as a volunteer project on their own.
