Fedora Flatpak repository - now with delta updates

Just a quick note that we now have a new indexing service[1] running
for registry.fedoraproject.org.
In general, this should be pretty much invisible,  but there's one big
new feature:it now creates
binary deltas for updates, and references those in the index. This
often results in updates
that are 5-20x smaller for download size. [2]

If you see any problems, please file a ticket on
https://pagure.io/fedora-infrastructure/, and mention @otaylor so that
I see it.
