IIRC the reason is media sizes. Max size for a writeable CD is exactly
700 MiB (not MB). Max size for a writeable DVD is exactly 4.7GB (not
GiB). 2GB and 4GB targets are considered as targeting USB sticks, which
also tend to be in decimal units.
