I suspect this is intentional. dnf probably intentionally only inhibits
suspend during parts of its operation where suspending would actually
be dangerous. it's not dangerous to suspend during package download
(worst case, one download has to be restarted on resume).

of course, they may have made a different choice if this 'default auto-
suspend' had been happening at the time.
