Using espeak-ng instead of espeak in speech-dispatcher

Hi,

In Fedora 28, we're planning to start using espeak-ng as the default
module for speech synthesis in speech-dispatcher, instead of espeak.
Support for the espeak module is planned to be dropped entirely, however
this should not have any negative impact on users, as espeak-ng is
simply a continuation of the espeak project and is mostly compatible
with espeak. Any necessary changes to the configuration will be taken
care of by a scriptlet on upgrade. The change should be completely
transparent to users. Also, no changes are necessary in any other packages.

The reason for this change is the following. espeak, which is currently
the default output module in speech-dispatcher, is not developed
anymore, as the original developer is unreachable [1]. The espeak
community created a new project based on the original espeak, called
espeak-ng [2]. espeak-ng is largely compatible with the original espeak,
and it is actively developed. So it makes sense to start using espeak-ng
instead of espeak.
