adding 'systemd.unit=multi-user.target' (*) to the kernel command actually happens before you get to the gdm screen - it happens at an early stage before the Fedora kernel is even loaded. See:

(*) for historical, but rather convenient reasons, you can just add '3' to the kernel command line rather than that, and it will mean the same thing.

In 25 the cursor works fine but on 26 has glimpses. On both, Xorg and Wayland.  I didn't try to upgrade to F27 but I suspect it will get worse. Also, to see if it's desktop related, I installed XFCE and has the same issues, although it works overall better than Gnome. 
I can try to boot from an older kernel and see if there's any difference.

 A) The kernel
 B) udev
 C) libinput

I'd start by adding systemd.unit=multi-user.target to the kernel command line, and see if you have keyboard and can log in to the non-graphical session. If tha tworks, try 'startx' to see if an X session works - if that works, it would imply that it's something wayland related.

I tried Fedora 25 and worked fine so I installed it and updated it. I'm going to upgrade to 26 and then 27 and see if breaks at some moment.
