I couldn't get either F22 or F24 mesa packages to work in F23 (things blew up during startup and I never got to gdm on either X or wayland). Anyway, sorry about the possible derail: the point was that rotation on wayland is probably legitimately not blocker because it's not working on X on Fedora 23, and yet I'm not hearing stampedes.
