GNOME Photos seems reasonable for Fedora Workstation. I think the Design spin can opt for gthumb in addition to or instead of GNOME Photos. I don't have a problem with separate organization (GNOME Photos) vs viewing (Image Viewer) apps, but an organizer needs to be capable of supporting (displaying) all the formats Image Viewer supports to avoid confusion.
