No.  Ignoring the fact that people download from mirrors, bittorrent,
get copies from conferences on physical media, etc, you have no idea
how many computers a single image instance was installed on.  Think of
large corporations that use Fedora internally (they exist).  They
aren't going to download one copy of the image per machine.  They'll
download one copy internally and use that.  Or university
installfests, etc.
