First of all, the wallpaper is not just the background on the desktop itself its also the base for a lot of other artwork. Just take a look to Fedora Magazine, all Fedora 26 posts have as header the wallpaper design, all other artwork is also derived from it. So its not so easy.

There is another point, what you like many others dont like, we always have some who liked a specific background lesser and the other one more, through the change we have a greater acceptance from all.

And as third point, the design for the release is of importance for the team itself, its the only thing we come together as a team and work on something and the good designs we have and had came just through that. Removing it would have consequences on the team. After the removal of the code names, we had a little bit struggle as we had no starting point for our work anymore but we have solved that now since the last 2 releases and we would continue this way.



Given the love of animated F26 wallpaper, I wouldn't mind it used
through F27 as it has been done before.

When?
 From my view, it will give a break to the team focusing to other stuff
until the time comes to refresh the look as you say.
