It seems like the maintainers of the other packages (e.g. desktop-backgrounds) that enable the default backgrounds in the various desktop environments weren't aware they needed to update their packages. A couple people told me they thought this had happened in the last release, although I don't recall it specifically. So I'm just looking for a way that everyone involved could get notified at the right time to do their part.
