Well, I'm just a designer who wants to get his theme packaged into Fedora repos. I would prefer if someone packages the theme for Fedora. But since no one packages it, I came forward to package it, as Fedora is my primary distro and i would love to see it in the repos.

I have basic RPM skills (which i think is sufficient for a theme package) and don't have the extensive knowledge to do reviews of other packages. I'm really lost here.

The packaging process is the same for all packages. In order to get
sponsored, you should go through this page:

Sponsorship generally takes time. Sponsors need to be confident of the
candidate's capabilities. As the page details, the more packages you put
up and review (unofficially), the more sponsors will notice you, and the
better your chances of getting sponsored quicker are.
