I'm not sure exactly, but desktop-backrounds-compat and Chris told me some other packages for LXDE/XFCE backgrounds depend on it as well, the kde one seem to be the last one and even that is already pending for testing in bodhi... Anyway, the effort for switching back to PNGs for everything is significantly higher than the effort to fix what is currently broken (not to mention I do *not* have commit rights to desktop-backgrounds and the people who have does not seem to care about brokenness of its -compat subpackage and Chris is using his proven-packager status to do the necessary updates).
