If you are serious about this proposal, you should work with the KDE SIG and discuss this in the periodical meetings they have. A default theme is something that should be taken very seriously since it affects the look and feel, quality etc. At the minimum it should atleast be available in the Fedora repository. We are very near the feature freeze for Fedora 7 too.
