They are supported.  However, the user-space quota tools check the
filesystem type and abort silently if they don't think that the fs
supports quotas.  Older versions of the quota tools only recognised
quotas on ext2, so if they see ext3 in the mtab, they will refuse to
enable quotas.  The kernel will support it fine.
