Do you run Kodi with the VA-API wrapper or the native VDPAU backend? The VA-API wrapper isn't really supported any more, so the issue is most likely somewhere there. What happens here is that the hardware runs out of UVD handles because the software stack is trying to play a lot of streams at the same time.
